Nevin needs a small medallion that has slots for twelve inserts of Plynt or glass vials, with an enchantment that will pull him in the direction of the owner of the blood in the Plynt/Vials when he pushes some magic into them. Is this something that can be done?

As a rough idea you would be looking at around 300 Gold if it was made from damascus.

I don't think the material for the medallion will matter as much as the enchantment to let him use it as a compass to his friends, so whatever the cheapest material would be that could hold the enchantment.
