You can nominate yourself, but unless someone else seconds it, you won't be on the ballot. The only benefit of nominating yourself is really just to "raise awareness" or something like that, seeing as a single nomination by someone else is all you need to get to the voting stage this time. Fourths and fifths are fine, but they really don't offer any benefits.
