You were right in realizing that PGs aren't registered here... but they're not registered in the 'PG Registration Archive' either. This is where you want to go to register your PG: The Character/PG Registration (http://www.althanas.com/world/forumdisplay.php?f=7). It's the same subforum where you register a character for Althanas in general (not for the ToC), hence the name!

I'll delete this post and the other after you've posted your PG in the right subforum, so don't worry.
