Appearance: You see a girl and she has beautiful flowing bright green hair. Her eyes are as clear as a stream, and her skin is the color of ivory.
She has many freckles on her face and arms. Her ears are small and pointed at the top. She has a small nose, and small lips.
Her face is round, but a cute round, not pudgy. Her teeth are the whitest of white.

Skills: Stefany can control the stars and make the stars fall from the night sky to strike the ground around a target. (Natural)
She can also control ice she can conjure up a snowstorm from out of nowhere and conjure up a ball made of ice. (Scroll)
She also has slight fire control so she can make fireballs. (Scroll)
She can control animals for a short period of time.
She can control the wind to a certain extent as to gale force winds blowing in any direction she wishes. (Natural)

History: She was born in the recently perished elf town of Faidor. Her mother and father live in a far away town, they are healers and are 130 and 124, She learned how to perform all her spells from books, she had no teacher. She had a sister but she died when she was a baby by an Evil Water demon. Stefany has been hunting this water demon down since the murder of her baby sister; this travel has brought her to the land of althanas.

Stars are... Much larger than you seem to think. So the natural skill to drop stars from the sky needs to be changed. I suggest you make it so she creates a ball of light or something in the sky, and it can drop to the ground and make a minor concussive boom, or something. A star could potentially destroy a continent, so... It needs to be changed a bit.

The snowstorm I'll allow, but put in a note that it's a very very light snowstorm, and it's not capable of hurting someone, just making them cold and obscuring vision.

Controlling animals should be limited to small ones, but you can control small animals of any type as long as it's one at a time. Squirrels and such, for now.

With controlling wind, change it so that there's a maximum force of the gusts she can create, kind of like what I have for my character (he can make gusts of up to a certain amount of pushing power).

The scepter and bow need to be made of specific materials. Steel and Oak are fine for this level :D You also need to keep inventory of her arrows and buy more when she runs out, so have her start with about 20 normal iron-tipped arrows or something.

Also, under skills, note that she's just a novice when fighting with the scepter or shooting arrows. Since she has many spells, her skills all need to be pretty weak for now.

That's the thing with characters like this, they need to start very weak since they have many skills, and they become much more powerful later. My character was a complete sissy at level 0, but level 1 isn't hard to get to! So hang in there!

It's a lot better! Still just a liiiittle bit too strong though.

How about you make the gusts so that she can only push something that weighs about 20 pounds? A caravan, especially a large one, can be a few hundred pounds, so it's too much power.

You also missed the note about her being a novice when fighting with her staff. Edit that in, too!
