One thing I need to ask about my starting character profile...

I would like to ask one question. My character is from another world, and in that world he was quite the talented sorcerer, what I would like to know is would it be ok, even though I don't have it included in my profile, for Lucien to split into two people. I'll edit my profile if needed, but I would like to have two Luciens, his good side, and his bad side. I wont use the bad side until I am a slightly higher level, I intend to use his in later character development, also this could explain his loss of most of his power, it could be split evenly between the two of them.

I don't see why not. It wouldn't make your character any stronger since you wouldn't be using his "bad side", so basically it's just a history update. I would advise you to upgrade the abilities of both the light and the dark side as you level up, though. Because if you update/level up Lucien's good side regularly, once you get to the point where you'll want to use the dark side, you won't be able to get like ten new abilities at once because you're already all leveled up.

Ok thanks, I plan to change my profile at level one to have both included, also what level could one reasonably start a world changing quest? I have an idea, but I'm not sure when to put it into action.

You can start a world-changing quest at any time, but don't expect for it to be used as canon unless you either work with the mods (particularly the region writers) or score incredibly high. Nonetheless, you can consider anything you do to be canon for your own character, and others may pick up pieces of the storyline (villains, NPCs, etc.) for use in their own stories, with your own permission.

EDIT: You could also always just use the good side as your character and treat the bad side as a personal villain once he shows up.

I plan to use him as a personal villain, and have a few threads using him for other reasons, mostly stuff explaining how they both adjusted to the new world or small quests for exp.
