While the government has been able to maintain firm control over southern and coastal Salvar, this is an entirely different story for northern and central Salvar. These areas are dominated by a variety of human tribes who have little to no contact with the monarchy and often act independently of it. The type of tribe you encounter generally depends on the geography of the region. Northwestern Salvar is covered in thick pine forests, so the tribes here dwell in woodland villages, hunting, gathering, and performing small-scale agriculture. The tribes of the chilly plains of north-central Salvar are nomads who hunt and herd wild animals. Northeastern Salvar is all mountains and hills, so the tribes there generally hunt and herd mountain animals. There are even a few tribes who have adopted activities like forestry and mining, trading the materials with whoever they can.

It should be noted that these tribes speak a variety of different languages. Since the Salvic language is used for communication between tribes, however, most of the tribes know it. A few members of tribes closer to civilization might be able to speak Common, but they further away you get, this is much less likely. It should also be understood that the tribes of Salvar are not primitive in the sense of most tribes on Althanas—most have a written language and make use of modern conveniences obtained through trading with the kingdom’s fiefdoms. They’re simply considered primitive because they have an aversion to magic based off their knowledge of the War of the Tap, giving them a fear toward the kingdom’s use of aeromancy to control the weather. Without aeromancy, the tribes have been unable to move into a stage of wide-scale agriculture needed for such progress.
