In fact, competitors seem to think that one day Xandran just appeared in the world. He is the creator of Xandran Arms, the leading illegal weapons manufacturer in Althanas. Xandran Arms is centered out of Alerar, with subsidiaries in Berevar and Corone. He is wanted for trafficking by most Althanian governments. Xandran is smart, handsome, manipulative and cruel. It is unwise to cross him. He has never been sighted in public. The only official sightings have been recorded by government officials who’ve visited his Berevar Ranch, or have spied on him in his various warehouses. He is always surrounded by heavily armed mercenaries (PCs, not NPCs).
