Let's make sure to specify that the lightning bolt that flies out of it is quite random. It will shoot forward, but its path and what it strikes are not precise. Naturally, it will seek the tallest and/or most conductive object nearby. If a human were to be stricken by it and not grounded, they would suffer burns where hit. Average men would be paralyzed for at least several seconds if not thrown into immediate cardiac arrest or ruptured organs. Willpower, Endurance, location of strike, and other factors can avoid a worst case scenarios.

This is also only once per day (24 hours) and requires vigorous polishing.

Either way, the point blank would just make it harder to dodge/more accurate. No damage boost. Maybe collateral to the user since you'd be close enough to suffer splash damage or a stray arc colt.
