How does a 3 way Citadel Battle work in terms of rewards ?

Each loser would get the appropriate "flat rate" percentage of EXP depending on their level against the level of the winner.

As for the winner - my understanding is that he or she would get A flat rate of EXP based on the level difference between themselves and the losers accordingly.

I'm not aware of any such thing. The one time I judged a triple threat I issued rewards based on the appropriate flat rate for the two losers. :)
