Question regarding reincarnation

I had a couple questions regarding reincarnation.

1) If I reincarnate this character, can I do it to a profile that has already been approved, provided that that character has not recieved any EXP as of yet.

2) Will I be able to use the character as an NPC in other events should that become necessary?

3) Is reincarnation an ooc term or an IC term. Basically I want to know if I have a reincarnated character, does he need to have the same "soul" as the previous one.

They don't merge. Your previous account starts at zero + whatever the reincarnation gives you.
