With features sterner than a statue and years of experience shining through the slate patches in his long, dark brown hair, Halon befits the image of a veteran warlord, perchance even a wise king. However, the turquoise gems that form his eyesight and the inverted, v-shaped tattoo connecting those orbs over his forehead would quickly dispel any thought of Halon being past his peak. His entire visage seems to glow with a cold, righteous fury and the dangerous obsession to inflict it upon the lawless. Any days not spent out on the street tracking down the last petty burglar are spent training, granting Halon an athletic physique and military-grade conditioning even though his age would suggest otherwise. Combined with an imposing height and broadly set shoulders, few would voluntarily assault the justiciar even when Halon is not dressed in uniform.
This uniform includes a justiciar's usual garments, though Halon was street savvy enough to have his made in the commonplace colors of townsfolk's garments. He was also wise enough to hide the argent emblem of the justiciars, a set of scales inside an octagon frame, in the inside of the grey scarf wrapped around his neck. Black cloth covers a chainmail shirt, reaching well below the hips but pressed tightly against the armor by the leather belt around Halon's waist. Boots and gloves of boiled leather, so augmented by the leatherworking process and weathered by time that the original brown has faded into a charred hue of black.
Personality
Disgusted by the lackluster approach to Corone legislation that most of its wealthy panjandrums exhibit, Halon is a man that is guided by nothing but the impassive text of the law. To him, complete and controlled order is the greatest virtue any society can hope to achieve. Common sense comes in only second behind written jurisdiction; Halon thinks it ridiculous that courts spend ninety percent debating ethics and semantics, while only ten percent is dedicated to deciding on the actual sanctions. He coldly pursues, arrests and maims those who have broken the law, with little regard as to the reasons behind their transgressions, proven self-defence being the only true exception to this usual modus operandi. He is almost obsessed with bringing criminals to justice, and once he has caught scent of a culprit, his pursuit is unrelenting - he would travel day and night without much food or drink if it led him to his illicit prey.
On a more personal note, Halon is deeply distrustful of any race other than his fellow humans. Although always vigilant for injustice, Halon becomes nigh paranoid when surrounded by non-humans, assuming that if it's not human, it's probably got something to hide. The darkest part of his prejudice is reserved for the smaller, dextrous race like halflings and gnomes. When Halon spots them, he often arrests them without any immediate determinant - and more often than not, people such an affinity to thievery will indeed have pilfered several small trinkets from the community. The punishment that Halon allocates in such a situation is usually way out of proportion, but as his favorite saying states, the law is law.

Both of his parents were politicians both during the job and outside it - punctuality and responsibility were ingrained inside the boy since his birth as impassive virtues that kept a person on the path of righteousness. Whenever Halon strayed too far from it, whether that was purposeful or simply the innocence of his youth, the punishments were quite severe. But despite his progenitors' nearly fanatical insistence on lawfulness, Halon never felt he had a bad childhood. Indeed, as he looks back on it in current times, there are few things he wished would have been different, knowing that if things had gone differently, he wouldn't have been the person with the successes that he's achieved this day.
The years of puberty and adolescence flew by, and the boy grew to be a very trustworthy man that expected as much from others as he did from himself. Particularly because Halon expected far more from himself than reasonable, this enthused drive often led to conflicts with peers and subordinates. Multiple streetfights increased his notoriety in the streets. The town guard was quick to intervene, but at the same time, the leading sergeant recognized Halon's devotion to justice. Several days later, the justiciar-in-the-making was approached by two officers from the Coroné Armed Forces, and asked whether he would be interested in a job in the military. Encouraged by his parents, who very much enjoyed the foresight of a son disciplined in both the arts of diplomacy and warfare, Halon agreed to spend the coming five years in the barracks, receiving in return a soldier's training, a shelter in the barracks, and paid meals every day.
However, Halon's military career would last far longer than the mandatory period dictated in the agreement. He enjoyed his newfound ability to exercise control over the city, to keep it a safe, clean and prosperous environment. Through policing jobs and town guard skirmishes, he slowly grew to hate the chaos of criminality and embraced his steadily inflating obsession with keeping order by whatever means possible. Although some of his actions were frowned upon by his more pacifist superiors - Halon often used torture as a means of acquiring information, be it from other criminals, a simple witness, or even an otherwise innocent civilian that was shallowly involved with his prey - he had the highest capture rate of felons of the entire Radasanthan squad, and those involved in shady business spoke his name with caution.
Over the years, he found many recruits that blindly idolized his endeavors, or that actually shared his cold, lawful mindset. At the age of twenty-eight, Halon banded together with the latter to form a special division of law enforcement known simply as the Justiciars. Although never having been officially certified by the Coroné Armed Forces and its mere existence having been adamantly denied by Emien Harthworth, the War General of Coroné, the military was all too enthusiastic to employ Halon's special team in times of need. They received many privileges, including the right to extract information from whomever by whatever means necessary as long as it led to the capture of the master criminal that had elicited the Justiciars to the field. Recognized by an emblem of silver scales surrounded by an octagonal frame, Halon and his men were feared by the underground, and thieves could often be seen turning themselves in to the normal town guard on the condition that the Justiciars would not be allowed to call on them.
Unfortunately, many men that stood alongside Halon when the Justiciars were founded proved far weaker of mind and discipline than he had foreseen. A large amount of them abused the power their position gave them, and many of their scandals reached the public ear. For the sake of maintaining order in society, the War General announced that there would be no more Justiciars in Radasanth from that day on. Indeed, Halon has never been called on to enact his Justiciar privileges afterward. Not that it mattered. Halon would still use the Justiciar's tools and trademark weapons - shortsword and manacles - to perform his duty as a member of the Coroné Armed Forces, although he wisely kept the silver scales hidden from the outside eye. Retain [level 0] - Allows the Justiciar to perfectly memorize a short paragraph from a book he's read or a short dialogue he's had that he considers of vital importance. The knowledge remains easily and perfectly remembered for exactly one week, whereafter it immediately vanishes.
