I'd like to purchase a solid shaft spear, with a detachable single-edged tip that serves as said spear's head, or a trusty flat bed cavalry sabre.
Material for the shaft is up for debate, provided it's light, and the blade should be reinforced steel.
All in all, it needs to be master crafted, and sturdy.

85GP for the spear. The sabre would be 100GP in lieu of the spear.

Could I add an enchantment that caused double damage to anything affiliated with the wind, or anything with wings or natural flight?

The Three Ways
For such an enchantment, you would be looking at an additional 200 gp, considering the limitations. The exact limitation would be set forth as such, "This weapon is enchanted with a magik that reacts specifically to the wind. Any attacks or defenses used against the wielder of this weapon are susceptible to double the damage normally induced by the weapon. This includes winged-flight, but does not include non-traditional forms of flight."

That is acceptable. I am primarily going to use it against things with wings, and not telekinetic, magical, and technological, etc.

Ok, that'll suffice. I would make sure if you intend to try to keep this weapon and the enchantment past your current level, to include it in your profile update and include a link to this thread OR to include the wording for the enchantment I posted in my last post. That way you stand a better chance to be approved (though there is never a guarantee).
Do you want the spear or the sabre?

Apologies.
I'd like the spear's head to detach as a cavalry sabre.

The Three Ways
I had assumed that was so, however, if it detachable, there would need to be some mechanism to allow for detachment from the non-blade end. As such, the additional cost is just 25gp more.
So your total would be 325gp.
