Here are the rules, copy/pasted from the FAQ:

-Any faction, new or old, can be registered. The only exception to this current active PGs must be registered with permission from their owners.
-To register a faction, there must be at least 3 characters willing to initially represent that faction in the story.
-Registration should contain the name of the faction, an outline of their goals, and a list of the members initially representing it.
-Initial roles within the faction are not required at registration.
-A ledger will be kept detailing each registered faction and active members, which can be added at any time.
-The person to register the faction will be considered it's leader for administrative purposes.
-Canon factions, such as the Church of the Ethereal Sway, cannot have membership limits. If someone wants in, the administrative leader should make efforts to allow it.

Description of Group: The Faith United is a faction rooted in Corone, but with ties to Scara Brae and all other nations where the Thayne are worshiped. It began as a simple militia intended to defend the faithful against those who would seek to desecrate their religious practice, and grew into a multi-national organization with an extensive reach. In our storyline for the FQ, sixteen Aleraran assassins land on Corone shorlty after the volcanic eruption and taint the Eternal Tap. They then set about wrecking havoc in Corone, eliminating key figures, using their advanced training, weaponry, and magical filters to gain every advantage possible. In time, this will lead to Aleraran ships arriving in an all-out invasion.

Name: Gold Intent.

Description: Recent world-ending events struck fear into the hearts of Althanasian survivors. As they fled the consequences of a second Calamity, seeking safety and refuge alongside a notable bossy type named Yvonne Mythrilmantle (and good-hearted friends), panic turned to superstition to explain the catastrophe. The sheer power of the people’s belief woke a long-dead god of old from his millennial slumber, an angry god of judgement, punishment and wrath unto wrongdoers. The survivors believed the comet that set the sky on fire and the super volcano which covered the world in ash were his expression of fury, waging war on the Thaynes and punishing their supporters for their earthly misdeeds.

Yvonne Mythrilmantle lead her multicultural peoples to the farthest flung reaches of Dheathain’s jungle to escape the end of the world. There she rallied the people to save themselves from certain death, to build a coastal city in an uninhabitable environment, spitting in the face of a grim fate. Without an organized city guard or an army of trained soldiers at her command, she instead turned to her friend Fennik Glenway for help, to keep the cesspool of bitter rivalries, racial tensions and hatreds her people felt for each other under control. Together they hatched a plan, under the guise of the furious god her people believed in, to simultaneously fill Fenn’s pockets and police Yvy’s people that dared cause hate issues within her city.

Appointed as Spymaster, Fenn began secretly recruiting for the Gold Intent. Under Yvy’s patronage and protection they operated in the shadows, their hideout safely hidden away within Yvonne’s makeshift palace. They quickly filled their coffers with the belongings of undeserving racists, bullies and adversaries of the innocent. In spite of the occasional slip up or mishap the shadow-family was never truly discovered for the guild of thieves they were. Belief in the omnipresent scrutiny of the judgmental god concealed their activities well, and through nefarious trickery and the redistribution of valuables they kept a tenuous order in the up-and-coming city.

Name: The Brotherhood of the Castigars (a.k.a The Brotherhood)

Background and information:

Established in the isolated Coronian township of Whitevale, and rooted in its history for hundreds of years, the Brotherhood of the Castigars spent most of its time lingering as a somewhat dilapidated and spent version of the Castigar Army. Dedicated to preserving the memory and legacy of the conquests of the Castigars, the people of Whitevale often viewed themselves as loyal only to their fellowship, considering themselves independent from the Imperials that governed Corone. After being re-organised and heavily invested into by a council of overseers, the people believed once more that they could rise up and overthrow the Coronian government, paving the way for a new world order that would see their influence once again expand across the globe and give them purchase on the world stage.

Shinsou Vaan Osiris and Storm Veritas, fresh from their confrontation in Radasanth in the Lornius Corporation Challenge, find themselves being manipulated by the ruling council and decide to usurp the leadership in A Game of Shadows (http://www.althanas.com/oldworld/showthread.php?30993-BoC-A-Game-of-Shadows), before deciding to take the fight to the Brotherhood council personally The Cleansing Corruption (http://www.althanas.com/oldworld/showthread.php?31430-The-Cleansing-Corruption). Following the conflict at Whitevale, Shinsou and Storm replace the leadership at Whitevale and begin remoulding the Brotherhood in their image.

After a short period of uncertainty following divisions at the Gisela, Shinsou and Storm re-unite when they realise the Brotherhood had a chance to become the ruling power in Corone and replace the relatively ineffective Imperials.

Goals:

Ambitious, powerful and politically motivated, the Brotherhood may be mistook for an organisation with darker ulterior motives. This is, however, a myth. They seek not to create chaos or conflict, but to shore up a frail world by building intellectual infrastructure backed with the physical manpower, vast resources and established knowledge base that the Brotherhood accumulated over the centuries. Their short term goal is sustainable growth; to expand their sphere of influence to Corone and beyond, and long term their sights are set on establishing themselves in distant lands.

So I'm only counting Breaker, Ayaka, and Lilthis as the initial registrants for Faith United. That way Shinsou and Hayake can be counted towards the Castigars.

All three groups are good to go.
