For clarity's sake, as it is hard to make out: Nuclear Rage falls into a 90 second time period max boost. Every Nuclear Rage ability falls into that 90 second range. Between activations, Felicity's nuclear energy needs to regenerate, under a 60 second cooldown per activation after shutting off.
