Any actual cartridge "bullets" sold at the bazaar (so, not ball and powder) must be priced individually. The price will be based on the type of bullet, as well as the gun's firing mechanism and accuracy. So a bullet for an old bolt action rifle would cost less than one for a modern rifle, but more than one for an old timey six shooter. As a frame of reference for cost, Dirks' Beretta costs him 2000 GP per bullet, as does my Colt Anaconda.
Hopefully that all made sense. If you're interested in creating a bullet agreement, post the specs for your weapon and the type of bullet you want, and we should be able to proceed.
These would be for something akin to a Colt Single Action Army. As for the bullets, let's go with .45 for a reference.
